yeah, but if you go to Orsinium where Stuga's quest sent you, you'd be hassled by other people instead pointing you towards the next stage of the Orsinium quest line.
Main quest lines are kind of like that. Quests are for doing, not avoiding :-)

They are for doing when I want to, not because I am being harassed. I did Stuga's quest and wasn't bothered again.

that's because you weren't in Orsinium. (It wouldn't have been Stuga who bothered you there, it would have been somebody else, but you *would* have been bothered by them.) If you are in a place that isn't Leyawiin, Antonius won't bother you. There's another reason why Vivec and Alinor are the two most favoured places for dailies - NONE of the quest givers bother you there, not even Stuga, not even the quest prompts for the Morrowind and Summerset quest lines in fact.
