Both.
It is real, but running 3 pc is worse than 3 trainee. Adding a 4th piece is worse than adding a 1pc monster set, and running 5 pieces of this absurd set is far from the strength of even a mediocre 5pc set.
You'd have to be crazy to use 12 pieces of Druids over a traditional 5-5-2 or 5-5-1-1 setup. The bonuses would need to keep ramping up for it to even be close, but they stay the same 1540 and 1401 the whole way up to 12...

So you have something like 2% less crit chance and 2% less crit damage, but you get additional 129 weapon / spell damage and 8% stronger crit healing.
I thing the trade-off is worth it and Order's Wrath will replace Medusa. Nothing is final yet, but it is funny how we went with power creep to the point in which DLC Crafted set is better than Base Game Dungeon set... oh well.
On the other hand Order's Wrath may indicate that ZOS is going to change Minor Force buff, so it would also affect crit healing too.

but the Order's Wraths Critical Damage does not seem to be a named buff, so you can have that AND minor force stacked
