Legendary items take 3.6k, and it's a tier they keep putting more stuff into. The people who buy the most Crates are going to be whales, and they aren't going to be put off buying a whole bunch to get what they want without waiting to accumulate Seals.
What I'm saying is they could stand to give us more Seals because many people would still buy the Crates to try and get what they want without waiting and without having to spend their Seals. It's like they're giving the bare minimum.

Oh I know. It's not just to circumvent the laws either but because Microsoft has a policy where everything that can be purchased via real-world money in any of their games needs to also be able to be earned in-game. So this is the system we have now. It's not meant to be rewarding in any meaningful way but I think ZOS should consider that they need some more goodwill extended to their players, especially as of the last month or so.The thing is, we used to get more Seals. They only introduced the endeavour system to circumvent gambling regulations regarding loot boxes in certain countries. It's not meant to reward the players in a meaningful way.

The downward trend lasted a lot less than people think, it was mostly the first few weeks. It stablized afterwards. What people thought was continued downward trend was actually them lowering the daily rewards but increasing the weekly rewards until we leveled off for a long time now. They wanted to shift towards making the endeavors primarily done weekly rather and make the daily ones more skippable. Now the endeavors are very weekly heavy.

The Microsoft policy does not apply to existing content they acquire. It applies only to content being developed. The exemption is explained in the policy.
