Rapport is basically only for roleplay purposes. You have no real reason to do their personal quests repeatedly as you gain nothing from it except a different three lines of dialogue. Making rapport account wide wouldn't really achieve anything.

Companion achievements are also account wide. So are their unlock rewards.

AwA allows using rewards associated with getting the achievement though (buying achievement furniture, houses, using titles etc) by any character. The only technical reason I can come up with why it does not extend to using companions is the fact that companion collectible is a reward for a quest and not an achievement.
