Xbox Elite 2 Controller on PC stopped working in ESO again

Usually it works fine.
It is BT connected.
But sometimes it just does not work at all.
When I check the setting on my W10 machine and try the test settings - it works. Steam Big Picture detects it
ESO does not
Once when this happened I switched GamePlay Controllers from Automatic to GamePad and it worked.
Now it does not. It is fully charged.
I tried turning it on and off.
I tried unplugging the BT dongle and pluggin it back in - nothing.
I have to quit the game and start over. Which is a pain.
Thoughts on what to do?

I left Game Settings and Gamepad to ON....still did not work.
on W10 - checking the Controllers option - it works....
But not IN ESO.
Quit restart...it works...
And it is annoying.0 -
