Damage is not the factor why pretty much everyone is using this set. It is CC pull that is broken. It has no valid counter (I don't consider blocking a "valid" counter since you are forced to move slower which is already a win for your opponent).
This set should either have pull replaced with snare or the CC part should be removed from this set entirely.
If it is indeed bugged and does not pull, then there is one word that comes to mind - karma.

They broke a lot of things this patch, this was one of many.

Yes but from the perspective of a harmonycro, would you rather 80% of your bombs hit like a truck or 100% of your bombs hitting mildly with no scaling. I'm getting a ton more instant kills from bombs compared to before the patch.

Yes but from the perspective of a harmonycro, would you rather 80% of your bombs hit like a truck or 100% of your bombs hitting mildly with no scaling. I'm getting a ton more instant kills from bombs compared to before the patch.
If you're on a ranged bomber it actually doesnt pull anything so. Harmony Necro was the only thing that worked 80% of the time.

You might be onto something...I'm not on the roof/walls much but I have noticed the random DCs I throw out to slow down seige rarely do anything. I guess the bug has something to do with cast range then.

The set is 100% bugged it will often times fail to pull anyone even when no one is blocking it. The damage seems to have increased but its absolutely useless now. I have tried testing to see what causes it and thought it had something to do with casting abilities for it to proc at max range, which had the highest failure rate from what I've seen. Casting it at close range procs the pull most often but still will sometimes fail all together.
Not sure if anyone else noticed this. I will add clips later.
