This. There are many other costumes that display a lot of skin, and also a lot that are very modest. In fact there are probably about equal amount modest vs revealing outfits. I know you like the style of this PARTICULAR outfit, but if the tattoo idea doesnt work I would suggest finding a more modest dress for your character.
I love to have my characters show some skin. My main is currently wearing the new clanwrap top on her, and I love it. But Im not going to have her wear a more modest dress, and come in here complaining on how little skin it shows, when there are dresses in the game that are meant to be more revealing.
So try the tattoo idea. Vampirism does dull a lot of the tattoos considerably, so keep that in mind. But other then that nothing is going to change.

I never asked that the costume be touched in any way. I just requested some body markings, like the tattoo I am currently using, to cover this area.

That outfit you're wanting to cover up is barely showing any skin as it is.
