Because they cost a ton more than the ones they have "in-house".
Don't get me wrong, many of the in-house voice actors are good, but it does get a bit odd when there are like six different voices in all of Tamriel, kings and gods aside. :P

Absolutely! Compared to Skyrim that had what? Ten voices for each gender? ESO is far better and I really, really appreciate every content is fully voiced — unlike GW2 that kept launching new content with nothing more than background sounds, music and characters grunts using the virus as an excuse "for the voice actors' safety" while every professional voice actor I know of are more than capable of voicing from their own homes, in their own studios.Mythgard1967 wrote: »But there are voices.....ESO does excel at having so much of the game voice acted.

Her name is The Thief (warning; spoilers for Craglorn main quest). She’s an avatar of one of the Guardian starsigns, and a really nice lady!
