so apparently, learning racial styles (that drop like candy) on multiple toons count as separate for true style master.
all my toons know each 8-10 motifs and my main was at 27-28 and after logging on 4th toon, BAM, true style master AND (THAT'S NOT ALL FOLKS) grandmaster crafter is earned by toon that only had crafting leveled to 50 for writs and did no other crafting except dailies...
Honestly ZOS, why do you even bother with PTS?

They announced ahead of time that this is how combining achievements would work, but there must not be code for identifying unique motifs on your account, just the total each character knows. Which isn't a great implementation.PC-NA
