Engulfing Flames possible bug

I don't think Engulfing Flames is getting the Weapon and Spell damage boost from Silks of the Sun set. I think it's grabbing base Weapon and Spell damage and ignoring the boost to fire damage abilities, when Engulfing Flames is a fire damage ability.

✭✭✭✭✭i know booster sets like silks of the sun never applied their bonuses to the tooltip of the skill, although their effects were still applied
the CP bonuses should be affecting the tooltip thoughplays PC/NA

The debuff portion of the the Engulfing Flame skill does not work with Silks of the Sun. The initial flame damage is getting increased, but the extra debuff does not get the boost.
