It is working i have just tested it.

The only time I've noticed it stop working was the other week when I went to Cyrodiil during the last event and started jumping off of ledges as usual but ended up dead-- and then remembered, "Oh, this is a no-CP campaign, because my home campaign had a lengthy queue." Not just fall damage, but reduced health and healing. It hurt!
