Exactly what I thought when I first arrived there and looking at the dunes like "is this it? there could have been so much more!" So many areas in the game have untapped potential, look at Vvardenfell and the Red Mountain for instance. Sad thing is -- they'll probably never revisit these areas. (The only criticism I would make is the Fargraves guild trader area - having to go through it to get to the shambles (yes I am aware of the portal) is just so clunky. Why set it apart from the rest of the city? Thumbs down on that!)
