Question on bash magblade

Guys, been off for 1-2 years on ESO now. I always loved to play s/b magblade (old saptank) and currently looking to put a build together which uses bash to weave in burst potential.

I've read quite frequently now that bash will be "op" next patch, but can't find any sources in the patch notes. Can someone clarify?

Second, the sets im looking at for some reason do now display dynamic scaling to offensive stats (at least on the websites), making the subpar damage useless against other sets. Is this a bug or intended to not scale?

    Short rundown of important changes you missed:
    Most damage proc sets now scale with either weapon or spell damage, healing proc sets scale with max magicka or stamina, some tanking sets scale with max Hp.

    Next patch all skills (very few exceptions like annulment or potl) will dynamically scale with your highest stats but will retain their resource cost.

    Armor types have been completely reworked, I advise reading the descriptions.

    Bash has been buffed to scale with resistances again, cost has been reduced by ⅔rd and can be used 3 times per global cooldown (already active on live server)

    The problematic change with bash next patch is that power slam and reverb have been changed to inherit bash damage amplifiers on top of their regular scaling.

    All of the bash sets don't scale with your stats but grant flat bonus damage to your bash attacks
