Forgive me if this is a noob question - I am, in fact, a noob to pvp in this game. Is there an under 50 campaign for IC, like in Cyrodill? If not, does anyone have any suggestions or strategies for someone under 50 to avoid getting constantly ganked?

✭✭✭✭✭Unfortunately, there is not an under 50 Campaign for Imperial City.

As a player under 50, your best bet is probably to go for a sneaky, stealthy build and try to avoid enemy players as best you can.
If you've got a nightblade character, this is a great time for it! If not, that's okay. I do my questing on a non-stealthy, built-for-pure-speed stamwarden. I die a lot, but just respawn and try again.
Vampire can be really useful due to the passive that lets players ignore the movement penalty in sneak.
Easily farmed Stealth gear:
Night Mother's Embrace (farmed in Deshaan)
Night's Silence (crafted in Auridon/Glenumbra/Stonefalls)
Darloc Brae (farmed in Elsweyr)
Night Terror (farmed in Stormhaven)
