I cant use siege items or experience scrolls from my quickslot

Whenever I am trying to access the siege items or the experience scrolls from the quick slot bar i cant use them. I hear a "thunk" sound but it doesn't show any message of what I have done wrong

Some dumb questions:

Double check that your keybinding didn't get switched to something different than usual.

1. Are you in a place where siege weapons can be used, i.e. Cyrodiil?
2. Does the alliance of your character match the alliance of the siege weapon?
3. Are you getting a placement indicator for whether or not the siege weapon can fit in the place you are trying to set it up?
