Khajiit Detection Radius in Stealth

I have 7 characters I run through crafting dailies, with a side hustle of stealing at a couple of spots in Vivec city. These 7 characters (different races) all are maxed out on the 'Out of Sight' craft tree champion points. My observation was I could sit in the same spots and steal everything without ever worrying about being caught, except for the Khajiit. The Khajiit character got nabbed relatively frequently. I want over all my skills and points and saw nothing amiss, but I did find the Khajiit racial passive skill of 'Feline Ambush' which has the additional bonus of decreasing the detection radius in stealth. Now the Khajiit no longer gets nabbed.
So the question is this a bug? Is the Khajiit detection radius larger than other races until the 'Feline Ambush' skill added?

    Skill line passives and armor weight bonuses and penalties can also affect detection radius.

    Just stack the three stealth sets in a 5/4/3 build when doing the thieving stuff. It's near impossible to get caught. If you have the CP passives and a Khajiit you can even drop one set and wear the ring of the wild hunt which with the nightblade skill passives and sneak CP passives means you sneak at faster than most players walk speed. My magblade thief basically never leaves sneak.

    If you want to level it all fast then grind the Covetous Countess quest repeatedly.

    5 Night Mother's Embrace
    4 Darloc Brae
    3 Night Terror

    and no heavy pieces.

    Night Terror is 2 metres, night mother's embrace is 2m, Darloc Brae is 2m, Khajiit passive is 3m, CP is 3m giving you a 12m reduction on a base I believe of 6.5m. Some mobs have a better detection range and players may also have a CP bonus (and racial bonus) for it too.

    I've been pushed aside by a Daedroth walking through me in Imperial City 8)

    Agree with @etchedpixels - and if you don’t have / want to spend the Transmutes - there is a unique Darloc Brae ring from a quest, called Hidden Moon band - that comes with Swift trait already on it. Farm the quest on 2 characters. This dismisses the need for any sets that give a speed boost - so you can run max stealth detection reduction sets 5/4/3 as above.

    Also - if you run Steed Mundus Stone - you might want to consider using your main sneak bar with a Shield, ‘cause it will give you an extra Divines slot to boost Mundus even more.
