Are you adjusting the game settings, or the screen settings? Because different laptops will show the screen as brighter or darker depending on the computers default setting and the type of screen the laptop uses. I know my last laptop was very bright and I turned the gamma way down in game, and also turned down the brightness in my computers settings. So I'd play around with the laptops screen settings as well as the gamma in ESO as well.
