Players have been asking for this for years and as far as I know ZOS has never responded and certainly haven't stopped adding them to new motifs or changed any of the existing ones.

On certain motifs it makes sense. They're supposed to be tassets - pieces which hang down from a breastplate to protect the upper thigh and cover any gaps between the breastplate and greaves. But that only makes sense when the motif is a platemail style (whether that's metal, leather or another material). I really don't know why they include them in motifs like the one in your screenshot where tassets make no sense because there isn't even a breastplate to attach them to.

The other problem is that they all have to be designed to fit over the bulkier heavy armour without clipping, so on anything else they end up floating (shoulders often have the same problem). I don't know if there's any solution to that, since I don't think the game can position pieces based on which motifs you're using.

I'd love ZOS to fix it, and it would open up a lot more motifs and combinations for me because I won't use ones with floating tassets either, but considering this has been going on for years I'm not expecting it to happen and I'm not sure it's possible without rebuilding the way armour skins work.

(BTW I love your character, even with the floating hip flaps it's a very good combination.)

How is true but only relevant for DW or sword and board users. Not for staffs, bows or 2H.
Now Khajiit and Argonians don't have butt flaps so its an way to hide the back flap.

Usually, when zenimax cant fix a bug, they disabled the function or change it completely.
Since it's only visual, I think one day they will remove it or just add the ability to turn it off.
