I am trying to continue a quest in Southern Elsweyr but can't get it

I completed the quest line through "The Dragonguard" but I can not get the quest Dark Aeon to continue the quest line.

Anyone else have this problem? I am standing in the location that I am suppose to get the quest but only see the dragon and he doesn't give the quest.

It might be a camera angle thing. A couple years back, someone mentioned that the option to talk to the dragon might be there, but is not triggering because you are not standing in the right space, or have the right camera angle. Are you wearing the mask, or not? Any costumes?

I have completed all of the quest line before it. So I have to do the quests in Northern Elsweyr also. That's dumb.

They should send me there if I need to do that quest line also.
