Possible bug or is it normal? NPC's spawn with empty pockets

So I am lately doing a thief trip through Summerset each day,going to same locations and pickpocketing the same npcs.
Today I did encounter a Npc with empty pockets and my first thought was someone did pickpocket without killing the npc so it can respawn.So I did kill it and was having a conversation in chat on that place said npc was.Once it did respawn I went to pickpocket it as I was still on the spot but it was empty again.
There was no other player near nor anyone who couldve pickpocket it.So I wondered and killed it again,waited again and again the same,it was empty once it did respawn.
I moved on as I thought that specific npc might be bugged so I did breack inside a house and did pickpocket there.
Still having my conversation going on I was again without moving from the place till the npcs did respawn and this time one of them did also repawn empty.
I dunno if it a bug or normal or did this happen to anyone else?

    I'm not sure if they ever mentioned it in patch notes but they noticeably implemented a cooldown on pickpocketing a while back.

    This does happen sometimes. Most often it is someone just pickpocketing the same NPC before you. As far as the ones that respawn with an empty inventory, I think either some NPCs are coded to have no items on them for some reason, or the items and the model of the NPCs have mismatched respawn timers, resulting in them temporarily coming back with no items.

    Thanks for replying both of you.
    It was the first time this happened to me as I do the same route each day on 2 different characters on pc EU and Na.
    Normally I am able to pickpocket both NPC's without problem, so it made me wonder.

    A cooldown for pickpocketing?What for exactly if I may ask?

    To help combat 'AFK farming' and/or players dominating the same NPC & area for too long.
