Question regarding Cross Progression Vs. Cross Platform

From a previous thread I wrote i asked if cross platform would ever come to ESO, and undoubtedly that is a no. But the correct Term i was looking for is Cross Progression across platforms. Without a doubt quite a big difference in how it would work between the two. So PC and say PS4/5 and Xbox players still have there own servers however all the characters you own and items attained would merge to one. so say you have XXX on PC but XYZ on Xbox you still would have all those items merged into one progressive account. Would this even be possible to achieve? Secondly would it be worth it for people to be able to play on any platform and retain all there items they have progressed on in game? I would love to hear peoples feedback or views on this. Thanks!!

    The obvious problem I can see is character names. What happens if someone on another platform or server has the same character name you do? The game will only allow one character per name so someone would have to change it. What's a fair way of doing that?

    (If it's either the oldest or highest level character gets to keep the name then I'd want enough notice to delete some of my NA characters because I was just trying out names and designs when I made them and kept using them because it was easier than making a new one, but it's the EU characters with the same name I want to keep.)

    Naming would not be an issue as it can be tied to the account where it originated Bobby-NAPC playing with Bobby-NAXB and Bobby-EUPS all in the same party! The real issue is server syncs as PC patches weeks ahead of console, those periods where PC and console are out of sync would cause issues on cross-platforming even if it does a save system like Destiny 2. They would all have to be patched at the same time, this would include emergency patches if one platform is suffering problems while the others are not, they would all need the same patch info.
