Windhelm Palace of Kings living quarters inaccessible?

Hello,
After finishing the Greymoor prologue I remember going back to the Palace of Kings and having a fun time getting lost there. It looks like it since got updated and now the Living Quarters seemed to be locked off.
The Palace itself is beautiful, and clearly a lot of work went into it from ZOS and IMO it'd be a loss for us explorers to lock the Living Quarters off indefinitely.
I'd like to see them reopened again :0

Meredy✭✭✭you have to complete the zone story in Eastmarch for it to be open all the time
No, finishing the Greymoor Prologue grants you acces to the palace itself. The palace interiors are post-basegame and weren't added until later.
And I do in fact have both the Greymoor Prologue and the Pact Storyline completed0
