Guard Behavior Change

Is it my imagination or are guards acting a tiny bit more intelligently recently. Granted showing even a tiny bit of intelligence is a huge mental leap for them. Since a couple updates ago it seems a hard working shadow lurking thief can hardly steal repeatably from the same spot without a guard turning up eventually and standing there looking menacing. It almost slows down my kleptomania. Even today Llandras Gathram, Vivec City's official writ turn in location stand around-er, was a tad more difficult to pick pocket clean and woefully dispatch with that guard standing right there. I even got a bounty (gasp). Maybe the guard continued looking the other way because they thought Llandras was a much a pita as players find him to be.
Any one else notice this behavior change?

    I believe that behavior is the same, it's just the fact that guards are standing in different positions.

    Since Dark Convergence set got released people are moving NPCs in the cities and those NPCs are too dumb to return to their original positions. For example I've been jumpscared by 2 guards standing literally in front of Vivec City Outlaw Refuge:

    I'm aghast! You mean some player negligently left a ward laying on the ground and a guard suddenly finds themselves in totally unfamiliar surroundings several meters away from where they were standing. There they are, counting the minutes until their next break when their finger can give the right seeing too their nose needs, and wham an entirely different scene to be oblivious to. The poor guard's tiny brains must short circuit from the overload.

    Is that how/why this is happening? Dark Convergence? I've noticed this, too, but had no idea that it could be deliberately done using Dark Convergence. I wonder if that could constitute some kind of reportable TOS offense-- deliberately moving guards for the purpose of trolling other players? In Vivec City I've seen guards standing at the Jewelry crafting station as if using it, standing outside of the outlaws refuge, standing in the middle of the entry gate for the merchant/crafting area, standing by the banking kiosk, etc.
    I've fought mudcrabs more fearsome than me!

    On the bright side, I can tell which instance server I'm on as the guards on each one reset to a different position because of Dark Convergence. In Mournhold PC near the turn in craft boxes at one point had the pair of guards in the proper position on instance 1, one slightly skewed on instance 2, and face to face in the middle of the archway on instance 3. This matters as each of the 3 instances have their own zone chat separate from one another, as I switch alts I knew which possible conversations were going on by looking at the way the guards were standing.
