Why can't we preview the stuff from the chapter menu?

I don't get it. I know this has been a thing since the Vvardenfell chapter, but its always been a thought at the back of my mind. Why can't we preview the outfit styles or emotes/mementos for the new High Isle chapter? You already let us preview the Elk mount and pet, so why not the rest? Like, I would love to see how the stuff looks before I choose whether or not I want to preorder the collector's edition chapter. Anyone else?
