It actually is impacting gameplay. Not sure what debuff I had but my character would run slow unless I broke free every 5 or so seconds. It was a years long debuf. Had to log out and back in to remove it which put me back into another hour long queue to get back into Cyrodil.

Those debuffs don't behave like the usual debuffs/status effects, however, they CAN have an impact on your character. For example, what could happen, you can't sprint anymore (very serious) or when you try to bash you get a break free animation instead and use the stamina accordingly, even when no enemy around! It depends on the debuffs and just the obvious one you will probably notice very soon - maybe some debuffs have impact you don't notice that easily.For a purpose of clarification on this issue, is this a UI bug or are these debuffs actually being applied to the character until removed?

I wonder about the one that makes your health bar all crackled, where you take something like 5% more damage, is that real? I can’t remember, was it major maim, minor main, something like that? I can see it on other players health bar too a lot.

that visual effect is usually for an armor debuff
the "infinite debuffs" show their visual effects, but dont functionally do anything (except buff you running the CP that gives you bonuses for negative effects lol)
