I think we are confusing games. Bethesda makes TES game series (Morrowind, Oblivion, Skyrim etc.) This game is made by Zenimax Online Studios. Two separate gaming studios but owned by the same parent company.
I do wonder what ZOS will do for Bosmer though when they get a chapter "deep dive". We have all of Valenwood in-game. Falinesti could be an option but that's just a city... need a landmass big enough for a chapter.

Similar story with Wood Elf - their entire home land is already in the base game. So what is ZOS going to do when it will be time for a Wood Elf DLC ? They will just "add another island" ?
I think that they will have to fill in the gap in the existing Tramiel map at some point... I hope, that is.
