Endless "Loading..." on launcher

This just started for me today... I had been having problems with a previous patch, but at least the launcher had been loading completely.
Now.. its "Loading.." forever and ever, and putting the smackdown to my bandwidth the entire time.
So I went digging in the log....
Start file [D:\Zenimax\Launcher\ProgramData\Host.0ca8515ed37130fbc5cd584a51cd1fb56a8e9007\061b8d0af8fa3d892fdc9723a00d5d6ccff18f5a.patchmanifest.partial] [S:0k] [E:0k] [P:0k]
Checking manifest (D:\Zenimax\Launcher\ProgramData\Host.0ca8515ed37130fbc5cd584a51cd1fb56a8e9007\061b8d0af8fa3d892fdc9723a00d5d6ccff18f5a.patchmanifest) (31 to 31)
....these 2 lines repeating over and over and over and over..
I did try deleting the launcher version, and letting it "update' itself.. and somehow got the launcher to load.. one time.
Then it was back to the same thing.
2 weeks now of not being able to update my client!
(the other issue.. of the update failing is a different one.. but I cant work on that one, if the dang launcher wont load!)

Aesha✭✭Ok.. so I tried "installing" to the default folder (launcher only).. the launcher patched itself.. then went into the same stupid loop my fully installed game on D drive did.
Does anyone have a clue what causes this behavior? I havent installed anything new, nor changed any hardware.

Aesha✭✭I am on EU.. and no duh.. that should not stop the Launcher from being able to load though, eh?0
