I have spent about three weeks at this point farming chests in Vvardenfel for this motif style. In that span of time I have found 1 page in a psijic portal.
This leaves me with the impression that the drop rate is down there with finding an aetheric cipher.
I grasp that treasure chests present no challenge to open. Perhaps place them on guards to steal like gathering Polished Shillings. Or make it an occasional drop on a world boss.

This is probably the best advice. The drop rate is insanely low through the standard method of acquisition. However, they drop fairly regularly during the anniversary event. So much so that the value is determined mostly by the event and not the standard rarity.
Your best bet is to farm gold in any preferred way and just buy them, preferably during or shortly after the anniversary event when prices are likely to be lower.5 -
XxCaLxX✭✭✭✭✭I get 1 BA motif per day doing chest runs in vvardenfell. The drop rate is low however. I would suggest instead of wasting your time with bad rng to farm something consistent to sell to make the gold to buy from trader if you don't want to wait for anniversary event.1
