No it’s isn’t.
I understand that it can be annoying in PvP when a Necro is running it, but it’s only an issue when the ultimate is up.
It’s not op in general and I want to defend this set for one main reason:
It makes Sword and Board DPS actually pretty good. By bash weaving and running another set on Jewellery you can actually pull of acceptable DPS as a Sword and Board. So in short, stop asking for this set to be nerfed. It’s not op and can be dealt with in PvP, they can’t bash forever.

Also, something CAN be OP if in certain situations it overperforms, even if in general it's balanced. In those cases it just needs a bit of tweaking, though, rather than full on nerfing. But ZOS has never been good at gradual changes.PC-NA | Been around since closed beta

Walking around bashing stuff seems a bit meme to me, but what do I know.1 -
Zezin✭✭✭✭✭Oh yes it is, the reason people aren't complaining about it yet is because not a lot of people are using it just yet, however once they realize you can have the survivability of a tank with the damage of a glass cannon oh boy...
They changed bash recently to work off maximum resistance so you are naturally a tank to maximize it, combine that with the fact you can bash 3 times in a single gcd and you can get hit with 12k damage in a second, I had this one dk decimate a battleground I was in a couple of days ago by just CCing people and then bashing them to death so fast you couldn't do anything, that's right a DK, not even a Necro.1 -

Perhaps reverting the scaling to work with Weapon Damage and Stamina might help. That way if people wish to maximise bash damage they need to rock Medium Armor and less resistance.0 -

✭Another note, it’s actually better on a DPS spec due to Crit. But rocking Heavy yeah this explains its strength in PvP.0
