Lost all abilities

I'm having an issue with not being able to use abilities. This always happens when I'm in combat. I can't cast, use any weapons, mount my house (after combat), sprint, or anything else. I can't even use potions to heal while I'll getting wrecked.
This problem only lasts for about a minute or so, and then I'm fine. In the meantime I'm getting destroyed because all of the sudden I can't do anything.
So far this has happened 4 times over the past couple of days.

Yes, it is a Bug.
The way to work around it... whilst in combat quickly hit the Esc key twice and things will work again.1 -

JoltSoul ShrivenI've got this bug permanently on one character, truly annoying and nothing I can do (die, travel to a player, wayshrine, /camp, /reloadui, repair game, logout, reboot, bang head on desk) will fix it. Can't fight, sprint, use a skill, change weapons or mount my horse.
Fine on my alts, bugged on my main. Astonishingly annoying.0 -
caymSoul ShrivenI know this is ridiculous... but I was having this same problem too. Took me about fifteen minutes to realize that I had my dual-wield weapons in my secondary weapon slots and nothing in the main slot. Moved the DW back up and bow in secondary... Everything works again. lol0
