Getting in to Coldharbour (DC)

So I am lvl 43. I've completed all the main storyline up to this point, but I must be missing something. I have no quest to lead me to coldharbour. I was able to get there by traveling to another player, but the Hallow City is dead and can't be used. Am I missing a quest somewhere? I was told that you could also get there by completing the Hall of heroes quest that starts by speaking to the scout that's hiding out by the wayshrine. I spoke to him, he sent me to talk to some npc standing at her horse, but she just said "hey, thanks for the info" and now she won't speak to me again. Am I bugged or just missing something obvious?

    You need to level up more to get the quest. Unfortunately, you're gonna have to grind a bit, go back and complete content you skipped, or PVP until you level enough to get the quest. I can't remember off the top of my head, but I want to say you don't get it until 45 or 48.

    EDIT: Apparently I was wrong :P

    I can't believe it would be lvl 48. There is content in coldharbour that is lvl 45. Maybe lower, but I saw a lot of lvl 45 mobs there when I was running around. Plus the content in Bangkorai ends at lvl 43. Sure there is plenty for me to do in order to gain xp. But that isn't the point. Do I have to pick up the quest, or does it just appear in my journal at lvl 45? I dunno. Something doesn't seem right.

    Its the main faction storyline that leads you to coldharbour, it won't suddenly appear in your journal. As for what it is specifically, here is a list. I haven't played DC so I don't know from personal experience. Hall of Heroes does indeed look like the chain that leads to coldharbour, its near the bottom of the list there.

    Yeah, High King Emeric is supposed to be waiting for me there at lvl 42. He isn't. Guess I'll submit a ticket. Thanks.

    I left the part where you help reincarnate king emeric too soon and didnt' realize you need to wait for him to give you a new quest. I was lvl 43 too, so you are fine. Just go back to the tomb where he was reincarnated in front of his buddies and he should have the quest for you. GL :)

    I must have missed the entire quest line somehow. I haven't seen or heard anything at all about the king. Strange.

    I am completely lost now. King Emerec isn't where he is supposed to be. I have no idea where the tomb is where he gets reincarnated. I've tried to find that quest on Duffy, but the only quest for Bangkorai that is listed that involves King Emerec is Hall of Heroes. I've asked in chat with no answer and I don't have any friends that play DC and are higher than me. Not sure what to do
