From the Pact - The Almalexia , Mother of Morrowind. In comparison to her fellow Tribunes she havent featured that much and it would be great idea to reintroduce her when we eventually visit other Dunmeri lands
Divath Fyr from Clockwork City - One of the most powerful mages ever alive in the setting. A very interesting character that we knew back in the TES:3. It wold be great to see him again in action.
But given that this thread is about characters that are yet to return I would pick Pandermalion and Castire - Altmer and Maormer lovers. It would be great to see them happy somewehere away.
From the South I definitelly would like to see misadventures of Caska and Zaji. Honorary mention goes for the Chevalier Renard from the dungeon DLC.

Strictly speaking, it's not optional. If you've done Balmora, you know who she is, and her name changes to Veya. If you haven't done the Balmora questline, you have no idea who she is when you meet her.0 -
