Jakarn is a confirmed returning character, I strongly suspect King Emeric will be returning this year as well do to reasons and in theory will play a major role in the whole political plot thing going on.
Who else do you think we will see returning this year?

Clarification, it has been datamined that this years Chapter is High Isle and will in fact focus on the Bretons, Jarkan's return is confirmed in this vod.

Who is Jakarn and where exactly is this confirmation?

It was one of the live streams, I think it was a german one, where one of the English speaking devs slipped up in stating that Jarkan would play a major role in this years prologue and chapter.

There is none. Neither is it confirmed that it is "the year of the Bretons".

Jakarn is that big-headed who thinks he's all that in all aspects: skills, looks and interaction with women. We first met him in Stros M'Kai then Betnikh, Daggerfall, Wayrest, Sentinel and ultimately then in Northern Elsweyr (I admit, him being thrown off Rimen's inn's window was quite nice - and felt goooood).

Don't know from where OP got this so-called confirmation, but it's sad that this guy is returning with so many more characters much better than him.

I'm quite good at genetics (as a subset of biology) because I am an expert (which I know is a tautology).

It was this video, and time stamp around 2:06:40 they go into Jakarn's bisexuality and confirmation that he will be in the new prologue and chapter coming up.

Its not confirmed yet, but its either Bretons or Redguards, and some datamined stuff I believe is pointing towards Bretons. But Jakarn is one hundred percent confirmed.

Jakarn is that big-headed who thinks he's all that in all aspects: skills, looks and interaction with women.

... and men, or at least male khajiit, judging by his conversations with this one's many male khajiit characters.

This is not that big of a return, yes? Jakarn was, regrettably, present in Elsweyr.

Khajiit hopes this is not the "year of the Breton". How terribly boring this would be.

There is a lot of people that want to see Breton unique culture and unique history explored, and ESO didn't do a great job in doing that with them. Its the one race that fits the bill, for what they described who hadn't had a cultural deep dive. Pretty much all the races even the Redguards got a lot of stuff when it comes to their culture in ESO's base game, Bretons got the least development in those regards. So it makes sense that it would be the Bretons they are doing.

At 02:05:23 a viewer asked a question that is basically a political / ideological question.

It makes me conclude that either (worse option) this person wants to PUSH the leftist agenda, OR (better option) it was genuinely a casual question.

I'm heterosexual, and for me the fact that there are gay couples in the game (eg. Renoit and Draven Leoncielle or Overseer Shiralas and Varona Belronen) have by no stretch of the imagination ever looked weird, offensive or whatnot.

It is really one of the things that I like about ESO - making things that IRL are portrayed as 'weird', or 'requiring campiagning' look totally normal.

Which is why the answer of the ZOS guy - forgive not knowing his name - makes sens.

The quests in Glenumbra, Rivenspire and Stormhaven are nearly completely focused on Breton culture. And, to be honest, khajiit has had more than enough Norman/British-isles-inspired history, culture and story in real life, let alone in every other even vaguely medieval-like game available, to have any interest whatsoever in getting more in eso.

Please ESO, no more Shakespeare in the park, yes?

Not really, breton culture was barely covered at all in their own zone.

It's all about vampires and evil cultists instead of bretons.

It was for sure focused on supernatural threats and cultists for the most part, and basically the stuff we got is they got the Eight Divines just like the Imperials do because of Imperial forcing them to bow down to their Eight Divines religion which killed a lot of their unique deity worship or something. There is a lot of stuff they could have handled a lot better with the Bretons and this year brings potential to really do Bretons a lot better.

I'll believe it when I see it. I've been under the impression for quite some time Zenimax have been moving away from 'focusing' on any particular race ever since One Tamriel. Just the other day some people in zone chat were criticising how racist this game was..

Let’s face it, the next xpac is most likely going to be in Hammerfel somewhere. Which is still DC just not Breton.

If that's something to believe would be strange to not hear from one particular character from the colored rooms of meridia. According to his last written word we found he might even be an antagonist now instead of what he became when we met last time.

I always thought Jakarn was cool, and amusing "Hey, good looking. Long time.", wouldn't mind questing again with him.
No guesses on major characters, but being we had a Stibbons side quest in Blackwood, me thinks it's time for Kireth and Raynor or the Queens Cat

Well, the reveal trailer confirms the year of the Bretons, and I suspect that man we see at the end is King Emeric. But it could be anyone.
