Bastion just wants you to only use your powers in licensed zones. He's a man of the law after all. Those ordinances are in place to stop you from scaring the locals.

He doesn't care if you summon a whole army of undead, unless someone else sees you doing it and triggers the law and order functionality. Here's an example of me losing rapport...
My character absentmindedly casts an illegal necro spell in town, summoning a Spirit Mender. I get heat and a bounty. One of the innocent bystanders kicks off and attacks. Bastion kills the innocent on his own, without any direction from my character. I get a negative Rapport indication. My heat and bounty is increased for the murder Bastion has just committed. When a guard attacks, Bastion immediately attacks the guard while my character runs away. When my heat cools I go to pay off my bounty to a guard, and Bastion says I deserve it.
It's complicated. You may need to do some experiments to see exactly how it works.

I would guess not, as I don't lose rapport if I use WW ulti, or any WW ability. Those are also marked as "crime" and I don't lose rapport. The theives troves can only be unlocked by Thieves Guild members, I thought? Like they aren't just loot left behind from civilizations long past like treasure chests, but specially locked drops for theif guild members I thought?

I'm not sure. All my characters are thieves so I just took it for granted that I could open them.
But I didn't steal what was in the trove so Mr. Bastian shouldn't be so judgemental.
Usually when I bust open a safebox or thieves trove with Bastian out, he praises me for my good eye.
There is one thieves trove line where he's like "well at least you didn't steal it yourself."
I actually had to work pretty hard to get him to scold me for stealing stuff, just to see what he'd say. Fortunately it only takes a swing or two past the Wayrest Mages Guild for all to be forgiven.

Yeah if you open without having started the quest yet, it will add the theives guild to your skill line.
So I'm guessing he's judging your for your association with them. I do agree it should be for looting rather than taking, same with Mirri and insects. I get from a lore perspective the thieves guild thing makes sense, he don't like thieves so why would he like seeing you can open locks sealed to people not associated with the thieves guild? But from a gameplay perspective, it shouldn't judge it as protection against accidental triggers or people just being curious.
