This is intended. The curation system did not, anywhere in the game, change the loot pool for enemies. Bosses in Hews Bane only drop the single weight and do not drop any other weight.

I've done a daily heist since the Sticker book became a thing and I'm still missing 2 pieces (I can't remember which ones), but I regularly list the duplicates for sale at our guild store.
As for Sithis, talk to Remains-Silent every day for a piece of equipment and that won't be too hard to fill in.

I think it depends a bit on what you mean by design. I don't think ZOS wanted to make them harder to complete than other overland sets deliberately. But since they are tradeable, it's probably not something they feel needs to be addressed either.
As I said earlier, there are a lot of sets that don't have any curated sources or any sources for selected pieces. However they are all Boe tradable sets.Dragonlord573 wrote: »This is intended. The normal world boss loot pool is head, chest, and legs as well as the weapons from that zone, and that's what it's been for years. My own experiences with the Deadlands WBs (wandering Havocrel, Unmaker, Tapezu Azzida) matches that exactly.
The loot pool I'm not sure about is the final chest from the Atoll of Immolation. It seemed to drop much more than a dolmen chest, but I haven't run any of the other incursions (harrowstorms/dragons/geysers) since curation.

Deadlands doesn't have Public dungeons, so the public dungeon pool is included in the WB and Delve pool. Same for Murkmire. So the drop pool didn't change, it's just different for minor zones than it is for major zones. And Hew's Bane is an extreme outlier of a zone.

This is why they have their own little quirks.
Originally, both new sets offered drops in all weights, but I'm pretty sure this was changed so that only Bahara's Curse was in light, and Syvvara's Scales are medium and heavy.
I can confirm the BC set only comes in light. When I last played the area, I farmed chests to acquire the set and never found any medium or heavy in this set. Don't laugh. I wanted to see what it did and I have to admit it made me giddy to play with it for a while.
I also recall people saying to get the heavy pieces, you had to do the daily heists, because the drop rate was better than the boss drop rate. I cannot confirm this because I only did enough of the heists to get the achievement and honestly don't remember what I got as drops.
For the Gold Coast, I cannot offer any assistance here. I remember nothing of it.
Ironically, I'll be returning to these zones at some point. Having returned to the game and starting fresh, well, it's time to see what has changed.

We’ve been asking ZOS for clarification on why certain weights are excluded in Hew’s Bane for years, but they never fail to remain silent on the matter. Apparently they don’t want to tell us why the drops are not equal by quest/looting methods. So I expect them to remain consistent and ignore us yet again.

Some pieces in some zones (Murkmire, Clockwork city come to mind, maybe Craglorn and Coldharbour?) don't have a curated source.
