I had this on PS4 but can't remember where I got it. I have been looking for it for over 2 years now on PC. Can anyone help me? Do you know where it drops? I keep missing it on Vendors and it doesn't get posted much at all. It doesn't drop from Hlaluu MW guy either

✭✭✭✭✭You’ll have better luck finding it in guild traders than getting a drop yourself.
It can drop from any container in any zone in the game, not any particular location, completely random.
It is possible it would drop from one of the random envelopes that Rolis has for base game plans but again it’s all random.

Well I learned something today, I thought all purple base plans could be obtained from the Hlaalu random envelopes. It looks like none of the Redguard Censer plans are.
Best of luck! I bought most of my Redguard purples from guild traders (didn’t buy the random envelopes), it took a while but I was able to get all of them, to my knowledge. I’m on console so I could have missed one.
