Performance is high priority but I've seen a lot of people leave over the difficulty of the overland zones and the lack of a true tutorial. It lead to some of my friends calling ESO a "spam game" because they never learned rotations, how to weave abilities together (not even going to touch LA weaving in this post), and how to build their character.
It got stale for them and I feel the reason ESO got as popular as it did is the universe, the fan base from the single player games, and the story. If you don't care for any of those things and are in it for the gameplay ESO does a poor job of teaching it to you.

I'd like another look at housing caps, guild perks/management in general, and of course doing some more set audits to fix up some of the ignored ones
