It's one of those "looks good on paper" sets that are much worse in practice. When I tested it, I had ~55% uptime (CMX) overall. It does procc quite reliably on a toppling>sweeps opener, but the duration is short, and you cannot procc it again (refresh) until it falls off. So it doesn't really help on the backbar, and as a frontbar only you're probablt better off with something like Stuhn's...
