Yes, that is a good point. Although, most of my characters have just one role in a group. One is under development as a tank, one is already an accomplished healer, and the others are veteran ranged DPS or melee DPS. The second slot is used to equip a couple of them for rapid harvesting of crafting materials, such as Herbs. You are absolutely right. If we have to pay for additional Armory slots with Crowns, then the upgrade to add an Armory slot should be no more than 450 Crowns, if that many. It's not a minor upgrade. It's better then a character slot, as you don't need relevel everything. It's the best convenience update ESO has done yet.

Certainly, The Armory per se is a significant feature for ZOS to add to the game software. But providing only two storage "slots" for each character's builds makes it less beneficial than three slots would be -- whether anyone needs more than three slots for one or more characters, and would be willing to buy an additional slot(s) with Real Money qua Crowns.
The role of The Armory in the game has already been implemented in various aspects by at least three different add-ons. On the face of it, most players who use those add-ons don't have any incentive to use the native Armory feature which ZOS has implemented, with just two slots for storing a character's builds (among its other limitations).
This addition is like the native Guild Store feature that was so poor -- in the original software -- that I doubt anyone ever used it to sell anything, instead of using one of the add-ons that were developed. (Awesome Guild Store is legendary among TESO add-ons.) Even after ZOS improved the Guild Store UI, the resulting design remains deficient in several ways, and the way that one aspect of it works is more like a bug than a feature. So I suppose that the only players who use it seldom sell anything via a Guild Trader. But it is more-or-less adequate to shop for and purchase items which they want, such as furnishings for their homesteads.
