Could the new Armory lead to better or easier PVP balance

So I was thinking now that there is the Armory option could this lead to easier balancing of PVP without effecting PVE and vice versa as well. Now they can just have PVP armor and weapon sets only and the same for PVE.

With the exception of a small number of sets that deal with damage or actions from players and an even smaller number of sets that have bonuses that only work in dungeons and trials (minor slayer) there is no division between the gear. I doubt Zenimax will rework a larges swath of gear to create a division.

✭✭✭✭✭Not really, you'd end up using it as a cheap handicap to flip between two styles of play, And by cheap I mean without the expenditure of gold.
Some things in this game work differently on NPCs/Players but only due to the fact the effect is either worthless against such an opponent (I.E silence against NPCs which is why it stuns them), or it has a specific purpose like Vicious Death. - Crafted Potions: Essence of Spell Critical (Bugloss, Lady's Smock, and Water Hyacinth). Without magelight this is my primary means of obtaining Major Prophecy on my Sorc, which increases my Spell Critical Rating. This also heals and restores magicka. Essence of Immovability (Columbine, Corn Flower, and Wormwood). I use this in PvP, since this gives me stealth detection, knockback immunity, and restores magicka (better to use it when competent allies are nearby, since it might reveal that you are surrounded by multiple players in stealth and you will not have an emergency pot available after use). Essence of Invisibility with only 2 ingredients (Blue Entoloma, Namira's Rot, Nirnroot, or Spider Egg). I use this in PvE content that requires stealth and if I need more speed I'll use Rapid Maneuver before using the potion. Essence of Invisibility with 3 ingredients (Blessed Thistle, Blue Entoloma, and Namira's Rot). Very useful in PvP alongside the vampire Dark Stalker passive, since you'll be invisible, ignore movement speed penalty while in Crouch, and you'll have a 30% movement speed boost from Major Expedition (I always have this slotted when riding from point A to B in PvP land, since gankers are always lurking). My templar/arcanist will mostly use Essence of Health (Tri-Stat Potion) Ingredients: (Mountain Flower, Columbine, and Bugloss).

EmperorIl✭✭✭✭The problem is too many players rely on overpowered PvE sets as a crutch, which is why Ravenwatch is so barren. I LOVE Ravenwatch's mechanics, but there is nothing going on there most of the time. The PvP just feels good. But the jumping trolls who you chase around rocks would have nothing to do there because they would not be able to run their favorite "IWIN" troll build.
This game absolutely NEEDS PvP only sets allowed in PvP because with the gazillion set combinations there are you will NEVER, I mean literally NEVER see any resemblance of PvP balance. And let's be honest, the majority of players don't want balance, they want to be able to never die and one-shot everyone. That is just a fact.0
