Where are you getting this from? The main reason for no new classes or skills is balance and effort, not lack of "space for animation effects." Thing is, there are so many cool mementos that don't really do anything...
Storm Attronach transform looks awesome, it does nothing tho.
There's a cool dwarven armor that looks like an ironman suit, again, just a memento.
Not to mention the ones from the current crown crates, where you summon a giant fire daedroth or a skull colossus.
All of these would make for cool Ultimate skills (I mean, the mementos could still stay for anyone who likes the effects but doesn't have the skill, they can't be used in PvP anyway so it's not like they're going to be used to deceive other players).
The animations are already there (and what's more, I've seen cultists use that giant fire daedroth as a skill against you)
I still think most armor sets should've been skills taking an active slot from your bar, especially DC, but that's a discussion for another day.

I understand that from a technical standpoint, animations are a limiting factor in how many skills we have.
But really, with all of the requests for new classes and weapons and skills, nobody has brought an actual interesting idea for NEW skill mechanics. There's already a ton of overlap in the current skill list, with nearly everything being either a short-term passive buff, a short-term passive DoT/HoT, or a spammable. I know for RP reasons that sometimes new visuals and animations can be cool, but I can't find the gameplay benefit to more skills at this point. Just look at how many skills and sets and items and everything else that's basically completely ignored at endgame because they're simply ineffective. Fix those first, then we'll talk about adding

Matt Firor mentions not being able to add animations due to memory limits on last-gen consoles. I guess that's not an issue with the Series X and PS5, but as they still support the game on the One and PS4, I'm not sure if it's still a problem overall.
