Bolstering Darkness; I made a thread about it in pts and it’s still not fixed. It’s the only “tank” ultimate tankblades have access to in the class skill line, and it under preforms in all areas of its function.

You might be thinking of Veil of Blades, Soul Tether, and or Soul Siphon. Bolstering Darkness has zero damage and the 10% damage mitigation from major protection can be obtained from other skills and or champion points. The snare can be broken by skills, plus it sits on the ground and the area is small. Even with the snare it can be dodged rolled out of easily.
The only time I have seen Bolstering Darkness used in pvp was a short time after the devs changed it so the major protection remained active after the player left the area of effect when major protection was 30%. But even at 30% is not enough to have any significant impact on tanking end game pve content.

Thats not really the point of the skill its good when you push groups or get pushed, its one of the best PVP ults least on supports or magblades
Its not there for the mitigation as much as the healing and movement speed increase, plus not every toon can slot revealing flare

This, 100%. It's such a shame that what was supposed to make being a vampire unique kinda killed it completely in the end. Even if it ends up being a niche playstyle like WW, at least it will be better that its current state, it's not even niche, it's non-existent outside of RP or people who just like vampires for one reason or another.
Also, Force Siphon and its morphs from the Restoration Staff skill line. I feel like this skill is pretty much never used (at least in PvE, don't know about PvP), since you have other, far better, ways of applying both Lifesteal and Magickasteal, and the Vateshran staff really doesn't change anything.

Sorc's execute is kinda meh as well, bringing it up from 20 to 25% would be nice.
Since it was already established vampires need a rework, I felt like leaving an idea here which I got after playing a bit on my magDK.
Vampiric Drain - basically what is holding this otherwise iconic ability back is that, in PvP it doesn't heal nearly enough and has pitiful pressure, so your enemy will be able to shrug it off and recover their own health and resources more than you can during the channel time, and in PvE it deals pitiful damage and is thus not worth slotting while also being impossible to weave LAs with.
So my idea is to change Vampiric drain to give it one offensive morph (meant for PvE dps) and one defensive morph (meant for PvP).
The offensive morph would be either a spammable (like Rapid Strikes or Templar Jabs, but treated as a dot ability instead of a series of direct damage) or an execute ability (like Jesus Beam), in which case it needs to be powerful enough that the channel duration doesn't matter. Eitherway it should heal you for a percentage of the damage done by it, like DK's Burning Embers only weaker but healing the entire duration instead of just at the end. The reason I don't think it should be just another single-target dot is because vampires have been shown to use the drain ability continuously and often, so thematically it wouldn't make sense to be an ability used only once every 14 seconds - especially considering that every single class has a dot ability somewhere, but some classes do not have an execute or spammable.
The defensive morph should not heal based on missing health (unless it's a flat amount increased by missing health like Dragon Blood). Considering its channel time and the opportunity for enemies to interrupt your healing with a bash, it should certainly be a strong heal based on max health or it should be impossible to be interrupted and be a normal but strong heal over time. It can also keep the ult generation, because that allows you to charge up your ultimate against NPCs before the next fight or essentially become a stall ability to semi-reset a fight (a nice change compared the usual line-of-sight running in circles around a tree).
Either morph would also help stage 4 vampires reach full health upon leaving a fight, which I think is only an issue right now because the closer you are to full health, the less effective a heal solely based on missing health is.
