Zos does moniter the forums, I would say make a request thread in the crown store category just to have your thoughts on the forums officially.

This, to my knowledge, isnt going to get them to release anything early but of there is enough outcry for an item they may shove it in a crown crate or do a flash sale in the future

If you mean can you contact support and have them manually remove crowns and add an item which isn't currently available the answer is no, they won't do that.

If you mean can you put a thread on the forum asking for an item to come back then yes you can but there's no guarentee it will work. Sometimes things players have asked for have come back, but others haven't so it's unclear whether ZOS is doing it in response to players requesting it or if they were just planning to bring those items back anyway.

Even if they see it the request and decide to bring it back it might take a while because what's in the crown store is announced to players at the start of each month and probably scheduled a couple of weeks before that (I suspect they're working out the December schedule now, if they haven't already done it). It also tends to have a theme so it might need to wait until the item fits the theme.
