ESO's characters didn't even look good by 2014 standards, they certainly don't by 2021 standards.
When you can see the vertices and planes of the polygons on your body and face, then there's a problem, especially when it's a live game that receives new content on a regular basis in The Year of our Lord, MMXXI, and its top competitors' models are superior by such an astonishing margin.
I just used a ReShade debugger to polygon map the environment and It's even worse than I initially thought. This is 2004 tier modelling. Like this was built for the original Xbox. Both Oblivion and Skyrim have better models than this.

The following is ripped directly from Skyrim Special Edition's BSA files, NifSkope is using a texture mod I have installed but the model itself is purely vanilla. This is 2011 modelling.

The following is ripped directly from TES IV Oblivion's BSA files. This is the vanilla female body. This is 2006 modelling.

The following is ripped directly from TES III Morrowind'd BSA files. This is a vanilla Breton female thigh (the bodies were segmented in Morrowind so I can't show the whole thing). This is 2002 modelling.

ESO's character models are better than Morrowind's (2002) but worse than Oblivion's (2006). This is 2021. The character models need an update, and it's not even a matter of preference, it's simply a case of this is not acceptable to pass off in 2021 as a professional big budget studio. The whole thing needs an overhaul. Everything about the character creator could use an upgrade/update and the body/face models and textures need to be remade.
And as an aside, this is what BHUNP, a body mod for Skyrim SE, looks like. It's so detailed you can't even see half the polygons and it's just a green blob. This is 2019 modelling. This has no noticeable performance hit on the game when installed either, so the "we can't make modern body models because performance" is not a valid argument.
