Volatile Armor Status Effect Chance Bugged

Something is quite amiss with the Dragonknight ability Volatile Armor's interaction with sets, passives, and CP that increase a character's chance to apply a status effect.

Currently, I am testing the ability against some goblins in Summerset and the Minor Magickasteal status effect gained from Magic Damage is being applied at a higher rate by the DoT component than by the damage return component - despite the fact that the base chance for single-target DoT damage is 3% per tick and the base chance for a single-target direct damage ability is 10% per tick.

Further, I am using sets and abilities that augment status effect chances, namely the Heartland Conqueror set, the Charged trait, a Destruction staff, and the Flawless Ritual CP star. Taken together, these augmentations should be providing 1.0 + 4.4 + 1.0 + 0.6 = 7x the base chance to apply a status effect. The damage-return component of volatile armor should be 10% * 7 = 70% per tick and the DoT component should be 3% * 7 = 21% per tick. But it definitively is not.

Rather, the base chance for the DoT seems to be benefiting from at least some of the status effect chance buffs and activates Minor Magickasteal at ~10% rate per tick. The true oddity, however, is the damage return component which appears to not only be completely un-buffed but is actually even lower than its official base chance of 10%. I observe a rate closer to 5% which is what the base chance for an AoE direct damage attack is supposed to have.

This provokes interesting questions, chief among them being "Is the damage return component of Volatile Armor being treated as an AoE ability rather than single-target?" I verified in-game that Master-at-Arms and Deadly Aim both buff the damage of this component, which should confirm that it is single-target direct damage but perhaps the ability is not treated that way for the purposes of status effect chance? Additional questions would be what precisely is impeding both components of this skill from benefiting from the full suite of status effect chance boosting buffs?

    This interaction is still very much bugged.

    On Live, using Heartland Conqueror, Volatile Armor, and Charged does NOT increase the chance to apply Minor Magickasteal upon taking damage.

    I admit, it took me a few read-throughs to understand what was going on. Now I think I get it and it's an interesting find you got there.

    Have you tested this with Spiked Armor and the other morph Hardened Armor? Perhaps Volatile is the only culprit for some reason. You should also test Spiked Bone shield in the Undaunted skill line--I don't know what that damage returns as; I guess if it's Martial than it should eventually debuff Minor Breach.

    Additionally, Warfare's CP Riposte and Cutting Defense should also be tested for applying Martial and Magic status effects respectively. Because if it turns out that reflected damage is its own category of calculation, than that's going to be good to know.
