True. While staves do occupy two hand slots, they are not two handed (melee weapons) and therefore do not benefit from passives from that tree.

You will find that many weapon skill line passives only apply to the skill line they appear in. There are very few exceptions to this. (ie resto staff low HP critheals is an example of just equipping it will also boost healing skills outside the weapon line)
