Where are my addons?

Before you say anything - yes, I know when a new DLC or chapter releases, many addons don't work and many just require updates. I've updated every addon (22 for this DLC), reloaded the game, restarted my computer, etc. Not a single addon is showing up on the menu and the track is the exact same to get there:

Elder Scrolls Online > live > AddOns

Nothing in minion has changed either (my addon organizer that I use). ALSO, every single time I log on, it's like I've never played this game before. I've logged on about 4-5 times trying to fix this and it's repeatedly asked me to agree to all the terms of usage, set my brightness, redo my settings, choose my server and zone, etc. It's getting really annoying. Anyone else experiencing this?

Verify your anti virus exception. The eso64.exe has changed recently and your AV may blocks any changes from this "new" executable.

This is from an older forum thread back in 2018...
OK, here is the deal...somehow my active addons file got moved to a totally different location. Dont know if it was the animation fix or if it went up against some Win10 update or what happened but I knew the addons were not being seen by the game.

I went into the game and modified some video settings which updated the UserSettings.txt file. Closed the game and searched for the file.

Found the new one under C:/ProgramData /Elder Scrolls Online /live /addons .... I loaded my addons, variables and updated the txt files, fired up the game and MIRACLE....addons restored! Anyway hopefully this will to help some other desperate player!

UPDATE 8/17/18: I have since found the reason for my issue was an update to Windows Defender. Their Ransom Ware prevention was not allowing ESO to save the files in their original location. So it relocated them to C:/ProgramData /Elder Scrolls Online /live /addons instead of C:/Documents /Elder Scrolls Online /live /addons. Once I turned my Ransom Ware prevention off (its fine, I have Malware Bytes sub) I stopped having issues.

An easy way to find the folder where the game searches the addons is to take an ingame screenshot and watch the path shown at the top right screen edge.
Same parent folder of the "Screenshots" folder is the one where ESO expects the "AddOns" folder.

And yes, this somehow sometimes switches to c:\ProgramData instead of the normal user documents folder :#
Don't ask me why Windows Defender and/or ESO do this...
