✭✭I had to google this NPC to realize what quest was being discussed.
Chanil-Jei was the Argonian NPC for the event 'Bounties of Blackwood' which ran from September 30 2021 to October 12 2021.
The event is over now, and he is gone too.
You may still have the quest in your log, but you won't be able to do it until the next time 'Bounties of Blackwood' happens. Which might be never.
I recommend dropping the quest and moving on.PC NA0
