^^ This is correct. ZOS should fix this though, as you should still get your tickets even if you did not make the DPS cut. Failing to do enough damage on the first boss you see isn't going to make you lose your tickets for the day.

If you don't do enough damage to loot the boss, it drops nothing for you.
But that doesn't mean you can't get the tickets for the day. You can just go do a different boss, or the same boss again.
The only condition that needs to be met is if you can loot the boss. And the only way you lose you chance at tickets is if you do enough damage and then don't loot the boss and leave the tickets on the corpse.
Failing to do enough damage on the first boss you see isn't going to make you lose your tickets for the day.
