possible solution for pvpers/vets who don't feel engaged

Give them a separate server with their own pvp/vet instances. That way, they can get what they need without it affecting everyone else who likes the game as is. and if it needs to be financially viable, make it sub only. there, everyone wins.

    How would the gankers find enjoyment then? Half of their shtick is preying on PVE players in IC. :D

    And worse, think of all the new players needing help and all those that could actually help them are gone. Yeah, no. Not gonna fly, OP.
